A robust benefit plan is a crucial part of the employment package here in Newport. We leverage group rates with other Oregon cities our size to provide the most equitable and cost-effective benefit package for our employees. The City recognizes that our employees are an important part of the community and that providing peace of mind for our employees and their families ensures that employees work with the secure knowledge that the City is here taking care of the details, so they can take care of the community.
These benefits are a significant supplement to employee pay and should be viewed as part of the total compensation package employees receive.
The City provides health, dental and vision insurance coverage for all regular employees working 30 or more hours per week if they are otherwise eligible to participate in the plan. When employees become eligible for the health insurance benefit they are provided with information on plans and coverage's. Employees are asked to review those documents if there are questions regarding coverage, cost or eligibility. Employees are also responsible for contacting the Benefits Coordinator within 30 days of any life changes like marriage or the birth of a child.
The City provides life insurance for regular employees working 30 or more hours per week. Employees are provided information about insurance during their orientation. Standard coverage for employees is $10,000.00. Employees may elect additional coverage's at their own expense. Emergency Service personnel and Department Heads are provided with higher levels of insurance coverage. The City also provides life insurance coverage for employee's dependants in the amount of $2,000.00.
The City provides a Group Long-Term Disability plan. The plan provides compensation to eligible employees who are unable to work due to an accident or illness lasting 90 days or more. Employees are provided with this information during the orientation process at the time of hire. The City currently pays for the full premium.
Eligible employees who work 30 or more hours per week are required to participate in the City's retirement plan. The City pays the employee's portion of the contribution at a rate established by annual salary. Sworn Police officers and fire employees are in the P.E.R.S. system.
All regular full time and part time employees are eligible for vacation. The purpose of vacation time is to allow employees time for enjoyment away from work and accommodate personal needs and recreation. Vacation time is paid out at separation as long as the employee has been employed longer than 6 months. Part time employees working an average of less than 20 hours per week are not eligible to receive vacation benefits.
All regular full time and part time employees may use sick leave accruals when either the employee or a member of their family is ill or requires medical or dental care. Family Medical Leave Act and Oregon Family Leave Act may apply. The Human Resources Coordinator or Department Head may approve exceptions to this policy on a case-by-case basis upon written justification from employee. Part time employees working an average of less than 20 hours per week are not eligible to receive sick leave benefits.
The City observes the following holidays each year. The City is officially closed on these days, unless otherwise determined by the Department.

In addition, the day before Christmas day holiday shall be a half day holiday, with employees required to work only the first half of the day. On the days when December 24 falls on a Monday, the day shall be a full day holiday. For the purposes of this section a half day will mean four hours. The half day holiday shall be at the end of the work day.
Other Fringe Benefits
The City has a commitment to the health and wellness of it's employees, to that end the City provides a $10.00 per month subsidy towards gym membership utilizing any one of the local fitness centers. Many City employees (based on contract) are given free membership to the City Recreation Center. The City's Wellness Program is aimed at improving overall health and fitness through programs and participation in the monthly activities sponsored by the Wellness committee.
All City employees are eligible to participate in the Employee Assistance Program which is designed to assist with the identification and resolution of personal or job related concerns or problems which may adversely affect an employee's personal or professional well being or job performance. The City recognizes the value of allowing employees to participate in conferences, seminars, training, college courses and meetings that will enhance the employee's ability to provide a high level of public service. All City employees should exercise good judgment, regard for economy, and recognition of proper use of public monies when selecting training's, meetings, courses, conferences, etc. in connection with City business.
Employees are eligible to join the Credit Union immediately upon hire.
