Master Plan Update 2017
After two-and-a-half years of public outreach and City assessment, the City of Newport has completed the 2017 Airport Master Plan Update. The Airport Committee has reviewed and forwarded the Master Plan to City Council for acceptance. The Newport City Council has adopted the Plan. The Federal Aviation Administration (FAA) has reviewed and approved the final documents. Lastly, the Community Development Director completed the process of adopting the 2017 Airport Master Plan Update into the City of Newport Comprehensive Master Plan.
Uploaded to this web site is the finalized 20-year plan for the Newport Municipal Airport. Planners based their conclusions on Lincoln County Growth Rates, National Aviation Trends, and further statistical examination based on analytical models explained in the text. A voluntary citizen group, referred to as the Planning Advisory Committee (PAC), evaluated the analytic models prior to publishing planning assumption on the web site for public comment. Planners repeated this process with each new chapter.
The 2017 Airport Master Plan Update includes an assessment of the City 139 Certification, existing and future utilities as the airport, recommendations to City zoning updates, a list of airport land (on and off the airfield), a list of capital improvement projects for the next 20 years, and potential funding options for those projects. The Appendices include a definition of terms, summaries of PAC meetings, questionnaire responses, goals, and other information that did not directly pertain to the main body of the report.
Although the 2017 Airport Master Plan Update is a highly technical document, planners worked to write the narrative in such a way that the analysis is assessable to non-pilots who may be unfamiliar with FAA jargon.
